Google search that limits results to datasets only. The search has some built-in search options that allow you to limit to table file format (csv, xlx, xls, xlsx, excel, sas...ect). Other search options include searching for free results only, last updated/uploaded, and usage rights.
The Harvard Dataverse Repository is a free data repository open to all researchers from any discipline, both inside and outside of the Harvard community, where you can share, archive, cite, access, and explore research data. Each individual Dataverse collection is a customizable collection of datasets (or a virtual repository) for organizing, managing, and showcasing datasets.
Dryad is a quality source of open data. The open-data includes an abstract and citation for the data set. While there is a login option it is NOT required for downloading datasets.
